Resident Business Entity (Agency) Licensing Requirements

New License:
Kansas-domiciled corporations, partnerships, sole proprietorships, limited liability companies, limited liability partnerships, or other legal entities acting as insurance agents are required to obtain a resident insurance business entity (agency) license.
To apply for a Kansas resident business entity (agency) license, you must satisfy or complete the following requirements:
- Your business entity must be organized as a corporation, partnership, limited liability company, limited liability partnership or sole proprietorship. If applicable, register your business entity with the Kansas Secretary of State’s office [1]
- Submit the NAIC Uniform Application for Business Entity License online via the National Insurance Producer Registry (NIPR).
- At the time you apply, you must pay an application fee of $30 by credit card or electronic check through NIPR. The application fee is nonrefundable.
- FEIN Verification: Submit to the Department a document issued by the IRS on IRS letterhead which displays the business entity name and the FEIN. Acceptable documents include notices or statements from the IRS, letter of FEIN issuance, etc. This document may be uploaded to the attachment warehouse or emailed to kid.licensing@ks.gov .
- The Department is requesting FEIN verification to ensure the FEIN on file is not an SSN as the Department no longer accepts SSN as a FEIN. This is a one-time request at the time of renewal for record validation.
- Designate if the business entity is an auto dealership, an auto rental agency, a financial institution that offers credit insurance products only, or a portable electronics vendor, and employs no licensed insurance producers. Such entities will be issued a business entity license that limits their authority to offering these products only.
[1] Sole Proprietors, partnerships and certain national entities (such as federally chartered banks or credit unions) are not required to file/register with the Secretary of State.
Types of Licenses
Kansas Insurance Department grants the following types of licenses to Business Entities. The chart also indicates the Lines of Authority and whether direct company appointments are allowed for those license types.

License Renewal
Resident business entities are required to renew their license on or before their biennial due date. Business entities must submit a renewal application and pay a $4.00 biennial renewal fee through NIPR (nipr.com). Renewals may be completed no more than 90 days prior to their biennial due date.
The biennial due date is the last day of the original month in which the entity was issued its license, in an even or odd year, depending on whether the license was originally issued in an even or odd year. You can find your business entity’s biennial renewal date on SBS.
Upon renewal, the Department will verify whether the business entity is active and in good standing with the Kansas Secretary of State (if applicable). Agencies should verify with the Office of the Secretary of State that they meet this requirement prior to filing a renewal application. Agencies that are required to be registered with the Secretary of State and are not or are not active and in good standing will not be renewed by the Department.
The business entity will also be required to submit EIN Verification. Submit to the Department a document issued by the IRS on IRS letterhead which displays the business entity name and the FEIN. Acceptable documents include notices or statements from the IRS, letters of FEIN issuance, etc. This document may be uploaded to the attachment warehouse or emailed to kid.licensing@ks.gov. We are not requesting a copy of any tax returns. In addition, after this information has been verified once on or after January 1, 2022, it will not be required upon every renewal application moving forward.
Failure to file a renewal application, pay the renewal fee, or be found to be active and in good standing with the Secretary of State (if applicable) by the biennial renewal date will result in expiration of the agency license. The agency will be required to apply for a new license by submitting an NAIC Uniform Application for Business Entity License and paying the application fee online via NIPR.
Nonresident Business Entity (Agency) Licensing Requirements
New License
Corporations, partnerships, sole proprietorships, limited liability companies, limited liability partnerships, or other legal entities domiciled outside of Kansas but acting as insurance agents within Kansas are required to obtain a nonresident business entity (agency) license.

To apply for a Kansas nonresident business entity (agency) license, you must satisfy or complete the following requirements:
- Submit the NAIC Uniform Application for Business Entity License online via the National Insurance Producer Registry (NIPR).
- At the time you apply, you must pay an application fee of $30 and a $50 license fee through NIPR by credit card or electronic check. The application fee is nonrefundable.
- Designate if the business entity is an auto dealership, an auto rental agency, a financial institution, a portable electronics vendor, or does credit product business only and has no licensed personnel. Such entities will be issued a business entity license that limits their authority to offering these products only.
- License status in the business entity’s state of domicile will be verified through the NIPR Producer Database (PDB) Participating State Report. If the home state does not issue a business entity insurance license, submit a Letter of Good Standing dated within the calendar year issued by the home state’s Office of Secretary of State or other state agency which licenses or registers business entities.
License Renewal
Nonresident business entities are required to renew their license on or before their biennial due date. Business entities must submit a renewal application and pay a $50.00 biennial renewal fee through NIPR (nipr.com).
The biennial due date is the last day of the original month in which the entity was issued its license, in an even or odd year, depending on whether the license was originally issued in an even or odd year.
Failure to file a renewal application or pay the renewal fee by the biennial renewal date will result in expiration of the agency license. The agency will be required to apply for a new license by submitting a NAIC Uniform Application for Business Entity License and paying the application fee online via NIPR.
Maintaining Your Business Entity License (Resident & Nonresident):
- Due to statutory changes which were implemented in Kansas effective July 1, 2021, Insurance companies no longer appoint business entities. Instead, direct appointments are required for individual producers employed by the business entity. Appointment transactions must be submitted by the insurance company through NIPR.
- A business entity (agency) must keep a current email address on file with the Department. Renewal notices and other communications are only sent electronically via email.
- Licensed business entities (agencies) are required to notify the Department of, within 30 days of occurrence, any changes in legal and/or mailing addresses, telephone numbers, email addresses, or the agency’s designated responsible licensed producer (DRLP). These must be reported by different methods:
- Changes in legal and/or mailing addresses, telephone numbers, email addresses are to be reported via a Contact Change Request (CCR) through NIPR. Do not notify the Department directly of these changes.
- Changes in the Business Entity’s legal name, DBA name(s), or the agency’s DRLP must be submitted electronically to the department by utilizing the online Change of Business Entity (Agency) Status form.
- Licensed entities are also required to notify the Department, within 30 days of occurrence of any regulatory actions, disciplinary actions, and terminations for cause for both the business entity (agency) as well as for individual producers employed by the business entity (agency). These must be reported to the Department at KID.licensing@ks.gov with “Report of Action” in the Subject of the email.
- Business Entities must be able to provide the Department with a complete list of insurance producer (agent) affiliations with 30 days of a request by the Department.
